It's a good-looking guy wearing a "Free Hugs" t-shirt" who ALMOST refuses to give a free hug and acts extremely put out and perplexed and that you dared ask for a free hug...which shock of shocks--took time out of his day!
I feel like there are several layers of irony to unpeel. Perhaps he is wearing the shirt ironically because it's such a dumb idea (in his view)....and he is dismayed that someone would take it seriously, and then doesn't quite know what to do with that....

In truth, it was swell of him to pose for a photo--that's what you get for going to the grocery store!!!
